Shovel woes

Every time I use a shovel (bronze or silver) to move a rock in my meadow it immediately breaks. This started happening a little over a week ago, and has happened to me regardless if I use a shovel I found or if I use one from the clover shop. Do shovels not work on rocks anymore, or has the percentage of breaking increased? Or, is it just my rotten luck?
