Is the social-season event bugged?

I have the mission "submit a score for the boss event" and did the elite boss in ranked mode. I completed Tier 5 (as single player), thinking it might clear both the submitting a score and defeating a tier 5 boss solo missions. Neither former nor the latter were counted.

Shouldn't at least the mission to submit that score be cleared?
