**When Rafael Enrique Gámez Salas crossed the U.S.-Mexico border in late 2024, border agents processed him as just another Venezuelan migrant. Today, the 40-year-old sits in a federal cell, waiting to be sent to Chile to face charges that he led a gang-ordered political assassination on behalf of the Venezuelan government.**

Chilean prosecutors state that Gámez managed a local branch of the Tren de Aragua street gang. They accuse him of organizing the February 2024 kidnapping and torture-slaying of Lt. Ronald Ojeda, an exiled Venezuelan dissident living in Santiago. Investigators believe the hit was ordered and financed directly by Venezuela’s current Interior Minister, Diosdado Cabello.

Yet for the past six months, Trump has maintained a direct working relationship with Cabello.

The relationship began in January after U.S. special forces captured Venezuelan President Nicolás Maduro to face drug charges in New York. While the U.S. moved to restructure Venezuela’s economy and manage its oil production, it left Cabello in power.

Before Maduro's capture, U.S. authorities had indicted Cabello for narcoterrorism and placed a $25 million bounty on him. Now, he negotiates face-to-face with senior U.S. officials, including Interior Secretary Doug Burgum and Gen. Francis Donovan of U.S. Southern Command.

Former diplomats say Washington is prioritizing oil and stability over its stated goals of promoting regional democracy:

>"It’s a horrible idea to leave him in place," said Todd Robinson, a former U.S. ambassador to Caracas. "I don’t know what their aim is... unless it really is about oil."

When asked in May if the U.S. still views Cabello as a criminal, Secretary of State Marco Rubio said:

>"The policy of the United States on that topic has not changed."

However, current and former officials note that the U.S. has not used the Chilean murder investigation to pressure Cabello.

Lt. Ronald Ojeda had previously been imprisoned and tortured in Venezuela after opposing Maduro's government. He escaped, found asylum in Chile, and published a memoir blaming Cabello for his abuse.

On February 21, 2024, four men dressed as Chilean police broke into Ojeda’s Santiago apartment. They dragged him away in his underwear. Nine days later, police found his body buried in a suitcase under a concrete floor in a local slum.

Captured suspects have told Chilean investigators that the Venezuelan government funded the operation. They claim Cabello paid Tren de Aragua’s top leader, Hector "Niño" Guerrero, who then assigned the task to Gámez’s crew in Chile.

Chile has taken the case to the International Criminal Court, accusing the Venezuelan regime of cross-border terrorism. Cabello has publicly denied any involvement.

Gámez denies the allegations. Speaking from jail, he claimed he has no ties to Cabello or Tren de Aragua. He said he lived peacefully in Utah for over a year, working 15-hour days in a restaurant and delivering food to support his family.

He was deported in 2023 after being caught driving undocumented immigrants in Texas, but he slipped back into the U.S. in late 2024, which led to his current arrest. Gámez argues that both Chile and the U.S. are using him as a political scapegoat to justify crackdowns on Venezuelan migrants.

However, U.S. and Chilean court records contain hundreds of pages of evidence against him. This includes recovered text messages showing Gámez allegedly giving real-time instructions to gang members and boasting that "the order comes from above."

Gámez has agreed to return to Chile voluntarily to contest the charges. Legal experts say a trial in Santiago may provide the clearest look yet into how the Venezuelan government utilizes organized crime to target its enemies abroad.
