Discounted rate for Starlink mini on standby

Hi, I am in the UK and I have been told by Starlink that the discounted rate of £5 per month for the Starlink mini on standby no longer applies and I have to pay the full rate of £9 per month. Is anyone in the uk getting the discounted rate for standby?
