looking for old fantasy movie

i saw this movie in early 2000s(maybe 2001) on tv.
description of the only scene i can remember;

1. medieval costume
2. in the forest
3. brunette girl and white blonde girl arguing(both teenage or 20 years old, long hair)
4. one stabbed another and then the stabbed one became a witch

maybe it can be tv drama.. not english movie..
and it's not fantaghiro or their similar movies
