No matter what, can't summon Santa!

I feel like I'm going crazy?? I've been trying to summon Santa for countless (sims) days, across many different neighbourhoods and familes, and nothing ever happens! I bake santa cookies, let them be, I make sure there is a fireplace, a christimas tree and that my sim(s) are sleeping before 9PM. I tried with fireplace on, with fireplace off, it just doesn't work?
