13 year old doesn't study

My brother is 13 and he doesn't study. I am writing this up here because I'm really worried about him. My father comes late due to work and he is too tired to teach him the school homework. My mother simply can't teach him as she isn't familiar with English language. I'm university student so I'm in another city. The place where I live has really bad educational system. Everything is rote learning. We sent him to tution but that didn't work either. The teacher sent him back because he was canstantly not preparing the tests she was giving. He is also careless about general safety of him( you can say he is adventurous), so we can't send him to some distant tution. Also no one is ready to fully focus on him. They'll just say memorize this or that paragraph. And he won't listen. Over the time, he really doesn't wanna go to school. Apart from this, he is genuinely intelligent. We understand that, it is the educational system which isn't good enough to make learning fun for him, but this is only what we can offer him. Also, I have a younger brother who is going smooth and is at the same tution. I also understand that alot of you here are from places which offer alot to children but here where I live that simply can't happen due to economical conditions and bad educational infrastructure. Please give advice which I can act on given the circumstances. I'm really worried about him and don't know how to respond to the fact that he's expelled from tution and is getting worst grades from school.
