Supplemental Claim Steps

I have a supplemental claim for mental health dated back to a denied claim from April 2025. Yesterday I called the VA and it was on Step 6, I called today and it got moved back to step 5. Is this typical for supplemental claims or claims in general? I’ve seen a lot where claims are sent back to step 3 for evidence gathering, but can’t really find information regarding 6 to 5. If anybody has experience do you think this could just be a quick fix or a more lengthy wait time? Thank you in advance.
