Dasher arrived with UberEats & DD won’t refund. am i cooked?

i ordered panda off doordash and my dasher arrived with the wrong order, and it was from uber eats. also has the wrong name on bag.

i tried to report thru the app but they denied it, so i called. and the lil indian fellow told me i wasn’t eligible for a refund bc my account activity, abut ive only signed up for the monthly thing and bought food😭

am i just out of luck?
