Best way to reach out to small business to build websites for them

My partner and I are trying to build websites for companies but have been very unsuccessful in doing so. We have been making posts on Reddit and nobody has reached out to us. What is the best way to reMach out to small businesses and get in contact with them so we can help build fresh websites for them if they don’t have one.
