Mercury 115 lower unit

I took the lower unit off of my 2017 Mercury 115 CT to change the water pump and I made the mistake of taking it off in neutral. I have been able to get it back on the motor without any issue by lining the shift shaft in neutral when I put it up however I don’t think it’s all the way in gear because when I go in forward with the motor off, I used to be able to spin the prop clockwise and it would ratchet but now the prop locks up and both directions. I’ve taken the lower unit off and tried to adjust the shift shaft into forward, neutral and reverse, and I could find all three however the prop is locking up in both forward and reverse. When I spin the driveshaft clockwise in forward and the reverse, the prop spins in the correct direction so I know it’s reaching the gear however something is not 100% correct. Any help?
