Help with PHI and HIPAA blocks on an auto claim

I’m currently going through the process of recording payout for a totaled vehicle that I’m choosing to retain. The adjuster went to send me my documents to sign electronically, but was given an error message that due to PHI information , I must have a wet ink signature and send it in by mail. Has anyone ever heard of this before? My adjuster claims he has never seen this before. There were no injuries or anything other than the property damage to the truck. This is I. NC. Does anyone know how to get this fixed or off of the claim?
