Does Defender refer to God in Proverbs 23:11?

I am currently analysing this verse for my SOIAP (scripture observation interpretation application prayer) per day, and I noticed that in this verse the Defender is capitalised.

I am using a NIV Bible; perhaps this might be different for others. Any thoughts, cuz usually capitalised adjectives or appositions such as Defender here are referring to God.
