Can somebody make this hiring process make sense?

I’m excited about my new job, but the recruiter has me confused. First, I was asked to submit three additional references. Then they waited two days just to tell me I needed to redo my résumé. The very next day, they emailed me asking one question: “Do you have a felony?” I answered immediately, and I’m still waiting for my offer letter.
My question is…why wasn’t everything they needed sent to me at once? It would’ve saved everyone time instead of sending a new request every day and dragging the process out.
Has anyone else gone through something like this? Is this normal, or am I just overthinking it?
