Who is Joe Bus Driver??

Hi! I'm rewatching the show, and I'm at the part where Rory and Logan are arguing over Rory's article on the rich trust fund kids (s7 ep 8).

At one point Rory and Logan are talking about how no one want to meet Joe Bus Driver. Through all my rewatches, this has always stumped me. Who exactly is Joe Bus Driver. Is that a pop culture reference to an old movie/show? Or is it just a figure of speech?
