Buying used with existing FAD

I was at one of the Tesla sites today for a demo and I was previously under the assumption that you could buy a used Tesla that has FSD and not have to pay the subscription if it already had it.

However, from what they were saying, it sounds like that was discontinued. I thought it was only discontinued, transferring it from one vehicle to another is this true in both cases?

I’m sure this is asked 100x a day but I couldn’t find it quickly and figured something could’ve changed recently.
