Security armor enhancement idea

So I was thinking about the security armor and how I always thought the passive was, especially into the later parts of the game where I'm blocking a lot more. And it got me thinking about all the other really useful armor pieces that eventually fall to the wayside as you start crafting cooler armor.

So my idea was what if the security armor could be enhanced with some of these other items.

It would still retain the two piece and four piece set bonus but each individual piece would also have a bonus.

HEAD: upgrades with Lab Mask

CHEST: upgrades with Antigravity cube and Duct Tape

ARMS: upgrades with Containment Gloves and Blacksmith Gloves

LEGS: upgrades with Bionic Legs and Giga Glue

BENIFITS: (each piece gets a small armor buff, 23 armour a piece)

HEAD: Airtight Seal

CHEST: Antigravity

ARMS: +1 Fire resist and 25% radiation resist

LEGS: Bionic Legs + 3% move speed (giving you a 5% movement speed buff with the whole set equipped)

This armor would have lots of benefits but could also be broken up into individual piece to give benefits when combining a bunch of armor sets, giving each piece more armor than it originally had.

The downsides to this armor would be that it is a heavyweight armor set, it also doesn't have as much armor as some of the cooler armors have, sitting at 92 armor rating.

What do you think would this be too powerful?
