Using dating apps while at work

I’m currently a patient having an outpatient procedure done at a major East Bay Medical School Campus (it Stands out, so no need to name it).

I got a notification on a dating app that someone in my immediate area swiped my profile. Looking at the pictures, and one has the individual wearing a “Facility” Medicine jacket.

My question is - if someone is identifying themselves thusly, and swiping on profiles that could very easily be of patients, is this an ethical issue?

To me, it feels really unprofessional and inappropriate. Even if that person is on their lunch break (‘not on company time’), it seems the risk that a random person in their immediate vicinity might be a patient, and therefore should not be using the app while at work.
