Can't start the bulletin board quest

Is anyone else unable to start te bulletin board quest? When I try to talk to Reth I can't get past his first dialogue prompt. No matter how many times I press X (I'm on playstation) it doesn't go over to the next part of the conversation. I have tried restarting my game but then I have to talk to him again and the same problem occurs. I'm completely stuck in the dialogue menu.
