ODF is complete and under fuck stains. Terrible at managing fire, treat crews like prisoners, do not adhere to two-to-one. They actually treat the DOC guys in camp better than they do the boots on the ground that put the work in in their fires, at least those guys are getting some respect. They have got to be in competition with CAL Fire on who can run the worst fire.
