Having a specific problem with P2 on PC, has anyone encountered the same?

I have the patch installed, and when the game launches it runs at the FPS I've set which is 60. However as the game continues the FPS just keep declining. My PC specs are far beyond what the game needs even at 1440p. Has anyone had this problem and if so did you find a fix?
