Help kardo please preference maa

My friend scored 740 marks and belong to the OBC-NCL category and he is really confused about his preference list.
The cutoff for ARSD B.Com (Hons.) is quite high. If he don’t get ARSD,automatically be allotted SBSC B.Com (Hons.) according to his preference order.
Also, he don’t want to join a college with a very strict attendance policy. How should he arrange his preferences?
