Tips on negotiating for used?

I know that it’s a different market now but dealer I’m chatting with seems to not want to negotiate at all on a used 24 T8 ultra.

Listed at 70k CAD and was trying to get them down to 64, and at most they said they’d come down to 69,500.

$500? 1% off.
Really?

Is this common right now?
