Anyone else finding the U.S. student aid website unusable?

I am trying to access the pages to the PSLF and enroll on an income-based repayment plan and I am running into nonstop issues with this website. Firstly, the PSLF site doesn't even exist for me. I am redirected to a blank page. Secondly, after being lucky enough to get into the IBR request page, I have been stuck on the "contact information" page.

Has it always been this bad? Is this because of maintenance? I'm so frustrated right now.
