Lowerniel Drakan Final fight bugged?

I decided to test out the old Blisterwood Flail + Inquisitors and to my surprise, I was hitting 36's on Draken. Hallowed Flail seems to be capping out at 28-29 with identical stats.

Somethings not adding up, and it's not the 1.5% dmg boost from Inquis- I fought Count Chocula again in Bandos, and was still hitting low 30's. Furthermore, I discovered Piety isn't actually doing anything for damage as I was hitting the same numbers with it on/off lol.

Same thing for Efaritay's aid. No boost in damage- though I can't confirm the additional accuracy.

Nothing game-breaking, just thought it was interesting.

Jagex, if you're listening, please give Hallowed Flail a crush option :)
