Germany (?) - what is this and it it worth anything?

I am wandering what this is (found in a basement in Israel), and what is it worth.

the casing seems to be brass with a grey metal coating (Nickel??). the inside groove is magnetic, and it seems like some of the original adding remains. the decorated plate has no sign of any tarnishing, rust or oxidation.
