I don't understand the 1 character thing

I paid the $20 to buy legends. I went in pretty blind, and now I find I can only have 1 character, and that now that I have passed level 11, I am locked into mage primary, and cant roll another character, or switch my main mage class? Am I missing something here? I did not realize this was a permanent choice, I dont want to play mage really for now, wtf am I supposed to do?
