Suggestions - storm help while on vacation

My family is going away for a week later this summer. My father-in-law is watching the house and our pets but he is older and not very handy.

With the recent storms, I’m concerned that there may be outages while we are gone. We have a generator but my FIL would not be able to start it. We also have some French Drains that can may need to be cleared if storm runoff gets too powerful, else the garage can flood. Obviously, if the storm was bad enough we’d come home, but I need a stopgap because it’s a 5 hour drive.

Basically, we are just looking for a service that we could call to set up my FIL if a storm hit. Does anyone have any suggestions who to call? Would a regular handyman work?
