What to spend Coal on?

Looking for insight on what ship I should spend my coal on. I just hit 180k for the first time and know I should be looking at a tier IX. The only higher tier premium ships I currently own are VI Foca, VII Boise, and VIII D. Pozharsky.

I primarily play cruiser (Got Buffalo recently, grinding credits towards Des Moines) and sub (Salmon) in PvE, Operations/Asym.

I've narrowed it down to:

• Tulsa, as it should be similar to what I'm used to?
• Pommern, seems heavily recommended. I haven't enjoyed BBs so far, although I've only played up to New York/New Mexico. They're slow and have a long time between shots.
• Agir
• Azuma
