I'M A NEW PERFUMER (Help me please)

I'm trying to buy the basic equipment but also high quality, I can spend a total of 1500€ to start with my first fragrance (It's okay if I lose this money in the process but I'd be sad).

my biggest problem right now is 96% "perfumers alcohol" I've seen a couple of brands that sell to EU but they had some rumors about their product being a disappointment.
I'm also not trying to waste 50$ on one single Liter. I'm from spain and I want to know if there are any tips and providers that you can tell me about. thank you :>!!
