Why is legate lanius so underrated?

Lanius’ final dialogue is my personal favorite from the entire storyline.
I understand Ulysses and Graham being top favorite characters and even Mr. House.

But Legate is hardly ever mentioned and seen as more of a dumb war general than a philosophical war general.

Why is this?
