30K Service Question

Took our 2023 Forester Wilderness in for the 30K service and the dealership wanted me to pay for a brake fluid exchange and fuel system service. At first he presented them as official Subaru recommended items for the 30K but when I pressed him on what Subaru says is part of the 30K he said they were just preventative and we could do them at anytime. That being said….what are your thoughts on these two services and if they should be done?
