Do permanently enchanted weapons in DD2 scale with your magick stat ?

I am starting my first playthrough in DD2 and just wanted to know if weapons with elemental damage actually scale with my magick stat this time. I know that these weapons were really REALLY bad in DD1 and I dont want to get baited by their numbers again.
