How do you get Mewtwo with a specific city background?

Hello. I was playing during most of the day in Tokyo and wasn’t lucky enough to get a Mewtwo with Tokyo background. Do I have to be at a specific spot in the city? Or was I just not lucky enough? Any help is much appreciated.
