HOA not providing mailbox access [UT] [Condo]

Moved into a condo complex about a month and half ago and did not receive a mailbox key from the previous owner. About a week after the move, I contacted the HOA about mailbox access and they said they were in the process of ordering new boxes so it might be better to wait for the new boxes and get a key when they were installed.

It's now a month later with no new boxes installed. I have asked the HOA for mailbox access several times with no success. I don't have another mailing address and need one for all the usual suspects like DMV, medicine, work, etc.
