HOW THE HELL DO YOU GET 'WAY OUT WEST' AND 'BEAT COP' ACHIEVEMENTS?

I've been playing this game since early access testing days, so I know you have to VERY particular with obtaining achievements (e.g. had to do 3 full Ironman no death runs to actually get 'The Hermit'), but I have absolutely no clue how to obtain the aforementioned achievements 'Way out West' and 'Beat Cop'.
I switch to my secondary before making the first step and do not switch to anything else throughout the whole playthrough. When playing with AI, I let them do all the evidence bagging, arrests, reporting and even door opening. The only thing I do except for shooting my secondary is reporting the main objectives and reloading, I don't use any attachments, I don't even open the tablet, yet the achievements never unlock, no matter what I do. (I don't use any mods either btw)
Does anyone know how to actually go about this? I have given up at this point, so any advice besides the obvious would be greatly appreciated.
