Man o' War empty deck

Has anyone noticed on the Man o' War deck is just empty. On the original game there was, I believe it was small boats with white covers over them that you could climb on. I wonder why they didn't add the boats back on the deck for more detail, rather then it to be open with some boxes and cannonballs on the side.
