Is it true that Japanese mental hospitals have notoriously bad conditions?

And I don't mean like hygiene or equipment, but behavior towards patients, procedures etc. I once read a post here of someone's relative wanting to harm themselves, and people were advising against sending them to any sort of mental institution. Is the situation not good?
