Most effective way of rebuilding a national team

I want to rebuild a weak national team something like San Marino or Liechtenstein, and while it’s nothing difficult but it takes a lot of bux in my opinions or a ton of grinding to give their league teams a level 16 youth academy so I was thinking, wouldn’t just maxing one team and then buying old players of the countries respective nationality in order for them to regen, the better way?
