Need help with a few Premiere Pro 23 issues (can't upgrade due to PC limitations)

Hey everyone,

I'm using Premiere Pro 23 because my PC isn't compatible with newer versions, and I'm running into a few problems. I'd really appreciate any help.

1. Motion Blur plugin/effect
   • Whenever I add a motion blur transition/effect, Premiere freezes and shows "Not Responding."
   • Has anyone experienced this? Is there a fix?
2. Mixkit presets
   • I downloaded some free Mixkit presets, but I have no idea how to import or use them properly in Premiere.
3. Ripple effect like BCC Ripple Dissolve
   • I want to create a water ripple/shockwave transition similar to BCC Ripple Dissolve from After Effects.
   • I can't afford Boris FX or paid plugins right now. Are there any free methods, presets, or effects that can recreate something similar directly in Premiere Pro?

I'd really appreciate any suggestions, free alternatives, or tutorials. Thanks in advance!
