I’m having trouble cutting

Simple Questions

I have been cutting the last 3 weeks but am stuck at 187 lbs. i started out at 200 and cut out what i thought was plenty of calories. I replaced the chocolate peanut butter smoothie that had 3-4 servings of peanut butter with a fruit smoothie, i stopped drinking coke, and i cut it all desserts except fruit, and i started measuring the food i eat. I am fairly active, going to the gym 6 days a week (4 days on 1 day off) and do cardio on every other workout. I also go for at least one walk a day, usually 2 and sometimes 3. I lost 10 lbs pretty quick and then my progress stalled. My meals are pretty uniform.

Breakfast:
4 eggs (fried)
Fruit smoothie
1 banana
Blueberries (half a handful)
Strawberries (3/4 a handful)
1.5 cups almond milk
3 tablespoons hemp hearts
2 tablespoons ground flax seed

Lunch:
185g white rice
8oz chicken breast
Whatever vegetable is in the fridge (usually green beans or lettuce. I don’t measure this one)

Dinner:
3/4 cup oatmeal (measured dry)
1.5-2 cups almond milk
Handful of fruit
9.5oz ground beef (there’s tomato sauce in it. Cooked 4.2lbs of beef with 24oz tomato sauce)
Whatever vegetable available (again unmeasured)

4th meal:
8oz ham

I weigh myself Wednesday and Saturday. Last week i weighed 187.6. Wednesday i weighed 186.6. Today i weighed 187.6. I know water weight may have some to do with the fluctuation but I’ve also never cut before. I definitely feel like I’m in a deficit, I’m always hungry and grumpy and low on energy. Should i cut even more calories, or is it just water weight fluctuations and i should stick with what I’m doing?
