Is it common to talk to strangers in your country?

In Japan, it is extremely rare to strike up small talk with a stranger. However, perhaps surprisingly, it is not all that uncommon to exchange casual greetings like "Ohayo gozaimasu" (Good morning) or "Konnichiwa" (Hello) in residential neighborhoods.

There is a commonly held belief in Japan that people in "foreign countries" (a very vague term, I know) frequently talk to strangers. Is that true for your country? I have also heard that, in this regard, the Nordic countries are relatively similar to Japan.
