Bracelet identification - what kind, where is it from and what time period (Japanese?)

Got this bracelet off of vinted. Seller claims it’s a 1940s Japanese souvenir bracelet but when I asked them they basically said they don’t actually know.

I basically want to know all about it, time period, is it actually from Japan, what do you call this kind of bracelet, what does the writing say, what’s it made out of etc.

I used google image search and it just came up with a bunch of similar bracelets from all over the place.
