Tattooing over scars?

i have a few scars that are very raised (either hypertrophic or keloid, i’m unsure) but also definitely healed, do we think i can tattoo over them?

i know that i’d have to find a specific artist as a lot won’t take on the task, but i’m not sure if they are too damaged or sensitive for tattooing.

I didn’t want to post pictures as i’m not sure about guidelines and also they aren’t very nice to look at but if anyone has any vague ideas on whether this would be possible with the little information given, it would be appreciated!
