Ac help - 2005 Acura tl

My car ac blows cool but not cold. When its hot outside, it's not cool enough to cool down the inside of the car, but it is cooler than having the ac off. I checked the compressor and its spinning from outside view. I rented some Ac gauges and will attach a video with the results.

Gauges:

Outside temperature: 81°F

Low-side pressure: Fluctuating between 45–60 psi

High-side pressure: Fluctuating between 190–220 psi

Should I do an evacuation and recharge or is something mechanically wrong? Thank you.
