Could you bend the wheel arch out?

I am looking for my first car and this is what I have ended up on. Got to drive it today and lift it up in a workshop. Everything looked got except the AC blowing warm and the wheel arch. The AC looked to be a simple repair and most likely just needs new gas. I will probably get the panel properly repaired later. But can I get it bent out of the way so the tyre doesn't hit it over big bumps? As a temporary solution
