Rtx 5060 laptop gpu and core i7 240h

First time talking on here, I’ve had no trouble running games I’ve tried black myth wukong and get over 60 on cinamatic settings but I want to try rust and see the performance, on many websites I’m being told I can get over 100 on mid to high ish settings but I wanted to check with the community, also why do graphics settings in some games give no impact. I’m talking some games I will change it to high to low and I don’t see a change, if anyone can help please do thanks.
