Robert's betrayal (?)

On season 2 episode 5, Robert is talking to his wife some suspicious stuff while Bernard misterously shows up. The next scene he says that Robert has broke his trust but he is too valuable to kill him, then Bernard makes him judge.

I don't quite understand what Robert did to break the mayor's trust, was it the narrative about mechanics killing judge meadows?
