Codex normal plan token x cost

Basically for a not API consumption what matters more when using a model, if it consumes less tokens or if its cheaper? Cause for what ive seen luna high is cheaper than sol low, but consumes more tokens. So as an plus user, if i want to use my plan at the maximum, should i go with who?
