Mom won't allow me to hang out with friends

I (15M) was supposed to hang out with my friends at the mall tomorrow but when I asked my mom, she said I can only go if she is allowed to mildly monitor me (like mildly following me when I hang out with my friends), I declined and she rejected me from going there.

She claims that I am a more vulnerable teenager and this is the first hang out I had (actually I had another one at the past but that is with my friend's house), she also believes I'll get kidnapped or robbed.
